Autoteollisuutta koskevassa lakipaketissa emme pääse suoraan puuttumaan työkoneita koskevaan lainsäädäntöön, sillä niille on oma Stage V sääntelynsä. AdBlue-järjestelmien jäätyminen aiheuttaa kuitenkin ongelmia myös työkoneissa. Siksi pyydämme komissiota nyt selvittämään tarkemmin, miten työkoneiden AdBlue-järjestelmien jäätymisestä aiheutuvat ongelmat voitaisiin ratkaista, mepit sanovat.
Myös työkoneiden päästöjä koskeva Stage V lainsäädäntö on juuri avautumassa muutoksille.Pyrimme tietenkin vaikuttamaan päivityksille aukeavaan työkoneiden päästöjä koskevaan Stage V lainsäädäntöön ja kannustamme myös Suomen hallitusta nyt toimimaan asiassa aktiivisesti, mepit toteavat.

Kirjallinen kysymys:
AdBlue-related equipment damage in non-road mobile machinery operating in cold climates
In Finland, freezing temperatures can cause failures in AdBlue-based exhaust after-treatment systems in agricultural, forestry and construction machinery. According to a survey by INFRA ry, the Finnish association representing infrastructure contractors, nearly 85% of respondents reported such problems in earthmoving machinery, continuously or occasionally, at temperatures below −11°C. Equipment damage causes repair costs and downtime, potentially disrupting infrastructure maintenance, construction and mining operations, including critical raw material supply chains.
Non-road mobile machinery is subject to the Stage V framework under Regulation (EU) 2016/1628. Solutions should maintain emissions standards while ensuring technology neutrality.
1. How does the Commission assess whether the Stage V framework ensures the reliable operation of non-road mobile machinery under the low temperatures regularly experienced in northern Europe?
2. Given that an alternative AdBlue-compatible fluid has already been developed to prevent cold-weather failures, how can the Stage V framework accommodate its use, while ensuring full compliance with EU emissions requirements and the principle of technology neutrality?
3. What steps does the Commission intend to take, and according to what timeline, to address these challenges and facilitate the deployment of compliant technical solutions, taking into account the costs for infrastructure contractors and the potential disruption to critical infrastructure maintenance and raw material supply chains?
4. Will these problems be dealt part of the recently opened Sage V legislation?
